TELEPHONE SUPPORT

Ensuring psychosocial support, referral to relevant sources of assistance and continuous monitoring of foster families and the children in care in the Belgrade territory (16 municipalities) and other Serbian regions with developed fostering practice.

Implementation of the program started on May 17, 1999 and has been continuously implemented ever since.

FOSTER CARERS' CLUB

Promotion, improvement of fostering and development of competences of foster carers in the Belgrade and Barajevo territories in order to ensure better protection of the children in care.

Started back in November 1999 and has been functioning, with smaller interruptions, ever since (in a reduced form due to lack of financial resources).

PROGRAM FOR ADOLESCENTS

Support to adolescents in foster care in the Belgrade and Barajevo territories, in order to improve and develop their social and life skills, develop their self-respect and proactive attitude towards one's own situation (their encouraging to participate in all activities related to their existence and position in the broader social community). Support comprises all adolescents while in care in foster families, during the transitory period of leaving the social welfare system, and during their emancipation.

Started back in August 1999 and has been implemented ever since.

SUPPORTING ADOPTIVE FAMILIES Supporting adoption families in order to provide adoptive parents with new skills which would help them to understand and cope with adoption issue and allow their adopted children to integrate in social community. Started in December 2005 and has been impemented ever since.

I AM A CHILD, TOO Promoting and supporting fostering of children with special needs, in order to improve position of the children and allow them to integrate in the community.Broader placement of children with special needs in foster families. Started in December 2005 and has been impemented ever since.

DATA BASE

Collecting, processing of data and reporting on individual characteristics and needs of the children in foster care and foster families themselves, in the territories of Belgrade and 9 centres in Serbia.

THE GUIDE FOR FOSTERING

Informing of foster carers about important issues relating to the children and their protection (psychological issues, legal regulations and changes in the domain of social welfare allowances), as well as about FAMILIA activities. The objective is also to motivate foster carers to participate in preparation of the newsletter, exchange their experiences, and to interconnect.

The Guide was initially intended for foster carers in Belgrade, and afterwards, also for foster carers in 9 centres in Serbia. It has been currently distributed to the addresses of 900 foster carers in Belgrade and 9 centres in Serbia, as well as to professionals in these towns.

Pilot model was printed in July 1999. From that point to October 2002, 16 issues were published for the territory of Belgrade. From August 2001 to August 2002 - 7 issues for the territory of Serbia, and from November 2003 to March 2005 - 9 combined issues both for the Belgrade and Serbian territories. Total number - 33 issues.

THE GUIDE FOR PROFESSIONALS

Informing of and exchange of experiences among professionals. It has been distributed to the addresses of 900 professionals in the domain of social welfare in the entire Serbian territory (including all Centres for Social Welfare - 144, Ministry of Labour, Employment and Social Policy, Belgrade City Centre for Social Welfare-16 units, City Secretariat for Children's and Social Welfare, as well as to professionals of all Children's Homes in the Serbian territory.)

From 2003 till today 9 issues were published.

BULLETIN FOR ADOLESCENTS

Informing of and interconnecting the adolescents in foster care all around Serbia. It has been distributed to the addresses of 750 adolescents in foster care in Belgrade and 9 centres, as well as to Belgrade Children's Homes and competent institutions, such as Belgrade City Centre for Social Welfare and Ministry of Labour, Employment and Social Policy.

The first issue was published in December 2002. From that point till today 6 issues were published.

PROTECTION OF FAMILIES AFFECTED BY THE WAR

(program designed as a response to the war which lasted from March to June 1999)

To alleviate difficulties of foster families affected by the war, particularly the refugee ones – prevention of foster care interruption due to unfavourable socioeconomic circumstances prevailing after the air strikes, and competence building of those foster families which are raising the children having a refugee status who have been re-traumatized by war destructions. Along with the children and foster families, a part of activities was intended for professionals offering support to the direct beneficiaries: the children and foster carers, and potential foster carers – fostering was promoted through the Serbian Orthodox Church.

PROMOTION OF FOSTERING THROUGH THE SERBIAN ORTHODOX CHURCH

Identification of new foster families by organizing fostering evenings and promotion of the values of foster care.

RESEARCH ACTIVITIES

1. The needs of foster children aged 0 to 11 years, residing in the Belgrade and Stara Pazova territories.

2. Functioning of the social welfare system, research in the quality of protection on a sample of foster carers and the children in foster care.

3. Invisible poverty of foster families, research in socioeconomic characteristics of foster families and their capacities to meet the needs of the children in foster care (entire population of foster carers in the Belgrade territory)
